Siram says Mopin is a festival for all people

Pasighat April 5: The people of Pasighat celebrated this year's Mopin festival in grandeur and colorful with traditional fervor and attire on 4th April last at Solung ground, Pasighat. The HM (Edu) Bosiram Siram and MLA
(39-Mebo) Ralom Borang graced the occasion as Chief Guest and Guest of Honour respectively. The duos were welcomed by the President Takir Kakki and Secy. Dr. Tai Riso of CMFCC (Central Mopin Festival Celebration Committee'10). Speaking on the occasion the Chief Guest Siram said ‘Festival belongs to all' and no culture in this world was static but every culture has its dynamism with the changes of time and development of attitude of people. While greeting on the occasion, he was highly impressed by the Mopin anthem and said that Arunachalees participate all festivals with enthusiasm showing love and peace for prosperity of all communities and he extremely felt proud of own traditional social fabrics of the state while admitting the people were yet to have better education, intellectual development and so on in future. He hoped such festival brings unity, integrity and love & affection among all sections of people. He called upon all religious groups to preserve, promote and celebrate all the festival together like Solung, Mopin, Nyokum, Lossar etc without any differences between rich and poor, cast and creed.
Earlier, the Guest of Honour MLA Ralom Borang emphasized the festival as the most important identity of a community, tribe, living human groups and said it reflects the cultural background of an individual human being and advised one and all to join with fellow community members irrespective of different religions. He appealed to preserve and promote the age-old tradition and cultures to pay tribute to the ancestors. The special invitees Father Simon Taiko (SFS, Pasighat) and Jarjum Ete Prez (GWS) also greeted and said such festival is also a platform to share our joys, love and happiness to exchange greetings and relationship become closer and stronger. Engineer Tapi Darang (EE PWD) was felicitated by CMFCC for his outstanding services rendered to the society. Other highlights of the day were presentation of cultural song and dances followed by Mopinlunch organized by HM Siram and Dinner by the HHM Tako Dabi.
Governor advocates early completion on Gandhi Bridge
Itanagar April 5: Arunachal Pradesh Governor, Gen JJ Singh, who was on a two-day maiden visit to Yingkiong,
district headquarters of Upper Siang district, inspected the on-going construction of the motorable suspension bridge over River Siang today. To have the closer look at the project on the both sides, the Governor, along with State First Lady, Anupama Singh, Parliamentary Secretary JK Pangeng local MLA, Alo Libang, and district officials went across the River by the 300 meters long rope bridge called the Gandhi Bridge.
During her visit to Yingkiong in early seventies, the then Prime Minister of India, Indira Gandhi had provided fund for procurement of steel wire for the bridge, which was till then made of cane. Therefore, the bridge is called the Gandhi Bridge. At present, people going to Migging, Tuting, Gelling and to right bank have to go around undertaking six hours journey to reach the opposite side of Yingkiong. Going to the details and having apprised of the important of the Bridge for people in both banks of the River, especially those of Tuting, Gelling, Singa, Migging, Yingkiong, Palling and its neighbouring villages, the Governor called for time bound completion of the project. We have wasted lots of time in the process. We got to go on war-footing but with correct specification and process. Now onwards, I will have regular review meetings on the project, he said. Gen Singh, who ensured the completion of the bridge over River Siang at Pasighat by persistently pursuing at all levels, suggested on Project Officer instead of district head of work department to oversee such important and large project. Let us completed it by end of 1212, he said after being apprised of hurdles in the implementation. PWD Executive Engineer Er. Gobo Yirang, informed that the 25.21 crore steel suspension bridge project was sanctioned in 2006 and works started I n July 2006. It will have a span of 300 meters, with 4.25 meter carriageway. Anticipated date of completion is March 2011 but due to landslides and no approach roads, it is taking time.
Immediately on reaching Yingkiong, the Governor also inspected the Helipad, which is facing danger of being eroded by the River Siang. Local MLA Libang, while showing him the western portion of the helipad, requested for his personal initiative to mitigate the problem, to which the Governor assertively agreed. Libang also submitted a four-point memorandum, which include, sanction for the construction of 100 bedded hospital at Yingkiong, adequate fund for construction of Gandhi, Kodak and Nubo bridges, construxction of road from Yingkiong to Singa via Jido and flood protection for Tingkiong township.
Parliamentary Secretary Panggeng, who represent Geku Mariyiang constituency, while extending invitation to the Governor to his constituency dwelled on tourism potentials in his area. He also urged upon the tourism department harness the potential. Along with rafting, we must conduct angling competition also, he suggested. During the interaction with the people on his first day at the district headquarter, Governor urged upon the leaders to exhort people towards tourism, which he point can generate maximum numbers of job. He also dwelled in length on Home Stay concept. Gen Singh, who always regarded himself as senior Gaon Burah, underscored the importance of the institution and that of ‘Kebang' system, the democratic form of taking decision. Silver Bridge at Yingkiong
Itanagar April 5: Arunachal Pradesh Governor Gen JJ Singh inaugurated at foot suspension bridge over Singa
Kobung, christened as the ‘Silver Bridge' at Yingkiong on 4th April 2010. Local MLA Alo Libang, Deputy Commissioner Pawan Kumar Sain, SP M. Singh, host of officials and public leaders were present on the occasion.The Governor along with State First Lady Anupama Singh walked across the 250 meters bridge, which facilitate a large population in the township itself who otherwise had to going around by four kilometers. Implemented by Urban Development and Housing department as the cost of 130 lakhs, the foundation stone was laid by the then local MLA and Chief Minister Gegong Apang on 20th November 2006.
During his stay at the district headquarters, Governor visited the Jan Suvidha centre and was very impressed. Official informed that certificates and licenses, which took days and weeks to process, are done in an hour time using computers and Internet connection.An e-Governance project set up by District administration, which uses software designed and developed by National Informatics Centre, Upper Siang district.
Governor also visited the DC Office and appreciated the Deputy Commission for giving ethnic touch to the office, especially the DC chamber for using locally available can and bamboo product.(Atum Potom)
National rafting championship ends
Yingkiong April 4: The Mighty Siang River offer great prospects, challenges and opportunities, said Arunachal
Pradesh Governor Gen JJ Singh, while taking part in the concluding day of the 7th National Rafting Championship here today. The Siang basin, he pointed has huge potential for tourism, especially for adventure and eco tourism. And this Championship has given a window or exposure to the potentials of the region to the world to see. Congratulating the organizers, Indian Rafting Foundation, New Delhi, Arunachal Pradesh Tour Operators Association and Department of Tourism, Government of Arunachal Pradesh and the people of Yingkiong for hoisting the all important sporting and the participants, Gen Singh said, I am sure, this championship will herald many more such national and international adventure sporting events in the State.
Gen Singh, always leading from front and displaying his dare-devil spirit took part in the rafting in the most treacherous part of the river, climbing huge rapids and taxing swiftness current, exhaled, I wish and pray every Arunachalee enjoy this gift of the nature. The powerful River, with its enormous energies and force, has always being an inspiration for the people to work hard and I am sure this championship will herald the welcome changes in socio-economic development of the region.
Underscoring the importance of horticulture in the region, the Governor said, the whole region has been the place for best of the horticulture produce. We just need a proper marketing blueprint and the Government is doing it. He appealed to the people, especially the farmers, young entrepreneurs and Goan Burahs to go for horticulture farming as a means of financial empowerment and emphasized on organic methods. The world will be your market, if your produce is organic, he pointed.
Outlining the importance of entrepreneurship amongst the youths in art and craft sector, Gen Singh said, the tribal people have the gifted talent in handicraft and handloom. The craftsmanship amongst our artisans is marvelous. You just need to put on little bit of hard work and spirit of entrepreneurship among you to excel in life.
As always, the Governor reiterated his appeal to the Goan Burahs, the youths and denizens for clean and green Arunachal. State First lady Anupama Singh, Local MLA Alo Libang, Parliamentary Secretary JK Panggeng, MLA, hosts of officials from Tourism, district administration and others were present on the occasion.
Army Adventure Wing (AAW), Raiwal received the Champion Trophy, while AAW Nimu were the first runners up. The AAW Belgum received the 2 nd runners up trophy. AAW Raiwala, Raiwala won the Head to Head and Down River Race (Marathon) while BSF team won the Slalom category.
According to Tourism Director, AK Singh, nine teams came to participate in the tournament, which had Glenn Merrick, trainer cum International observer from Australia, Ms Sharron French, chief judge from French and Championship Director Takacs Gyula from Hungary. Two Safety Kayakers, Rum Bahadur Gurung, from Nepal and Tsering Chotak from Ladhak, were there to see the safety part. The district administration led by Pawan Sain, Deputy Commissioner and people of Yingkiong contributed lots in the successful conduct of the first ever national rafting competition, which was initiated by the Governor, he added. First Ever Awareness Meeting on Public-Police Relation
Seppa April 04: The first ever awareness meeting on Public-Police relation organized by Market Welfare
Association, Seppa at Abo-Tani Manch on 3rd April last. East Kameng Superintendent of Police, Shri Tumme Amo and EAC Judicial, Shri W.Ramdasow shared the dais as Chief Guest and Guest of honor respectively. The meeting was first of its kind in the district with both the police officials and public enthusiastically participated and clarified each other's doubt and misunderstanding through open discussion. The matters like allege manhandling of the innocents by the police during the curfew without giving any chance to explain the reason, non response of the complaint by the police and cases especially the criminals nature solved in the last couple of years were discussed at length.
Speaking on the meeting as chief Guest SP Tumme Amo informed that a Company of IRBN is arriving soon at the district who would be deputed in the police beat likely to established in various strategically location of the township. When asked about the banning of local wine (Apong) in the market by section of the women, Ammo assured that the matter shall be look seriously with the joint effort of the police deptt. and the district administration adding that the business is being done by the women only, else it would have been restricted earlier. Responding to the queries put forth by numbers of public regarding the right of private defense, Ammo said that the right can be exercise by the person under specific circumstances, he said that the right can be exercise only when one is apprehend of being killed or attacked by the enemies but the rigth cease with the end of apprehensions.
SI B.Tangjang explained about the process of lodging an FIR in the police station which could be done through any means from any place but in order to make it regular, the complainant should have to give written complaint with proper signature in the application. He also explained about the way the police arrest the criminal and the circumstances under which a person can be granted bails. He also explained in detail about the bailable and non-bailable cases. SI Padi Payeng discourse on the cognizable and non-cognizable offences and the cases that falls under these two categories. SI K.Yangfo explained about the Right of private defense while OC, PS Seppa; SI A.K Tanti through light on the various Traffic laws and rules. Tanti informed that the year 2010 has been declared the helmet year by the govt of India and the same shall be strictly enforced in the district also. So the intensive helmet checking would be conducted at regular interval in the days to come, he added.
It would be worth to mention here that as a result of the meeting, the pre-notion of people towards the police being unruly and cruel seemed to have diminished which would help strengthening the police-public relation in the district in the coming days. The peoples are also looking forward to co-operate the police in making East Kameng a crime free district in the state.

Bishop Wishes Fullness of Life on Easter

Nirjuli April 03: Easter vigil was held in different parts of Arunachal today marked with special services and
masses at midnight. The mood of thousands of faithful was lit in prayers and rituals at St. Peter's Church, Nirjuli during the Easter midnight mass presided over by Rt. Rev. Dr. John Thomas Kattrukudiyil, the Bishop of Itanagar. At the vigil service at night the faithful carried lighted torches like the early Christians. Highly meaningful ceremonies were conducted during this vigil service. This included the service of Light at which a new fire was kindled and blessed. A big candle called “Paschal Candle” was lit from the new fire. The congregation that gathered in darkness with unlit candles lighted their candles from the flame of the Paschal candle representing the risen Christ.
The readings describing the history of creation and salvation were read out solemnly at the service of the readings. The services of the Holy Communion were the climax of the Great Vigil. In fact, the great vigil is the most attractive
liturgy of the entire Christian year. Easter is the most important feast for the Christians. Christians believe that after Jesus' death on the cross he was buried. But on the third day he rose again. The New Testament narrates how the risen Jesus appeared to a few pious women and to His close disciples. Down through the centuries there have been people who questioned the claims of the Gospels. But the faith in the resurrection has survived. It has survived not as just one of the ‘fancy' beliefs of the Christians, but has always been the main pillar on which the Christian faith is built up. Belief in the resurrection was an integral part of the preaching of the Apostles from the very beginning. That is how the resurrection narratives found their way into the Gospels.
All those who heard the story of Jesus' resurrection from the dead wanted proofs. That is natural. Who wants to believe blindly a bizarre story? However, in the same vein we can ask, “Who wants to die standing up for a bizarre story that one knows is not true?” But that is what happened.
The Apostles were arrested, flogged, imprisoned and finally killed for proclaiming the bizarre story of the resurrection of Jesus. Paul's letters show that he was a learned man of above average intelligence. He too was willing to be beheaded just for proclaiming this resurrection. The pages of the history of the Church are filled with names of men and women, both learned and illiterate who sacrificed much, some even their lives to uphold their faith in the fact of the resurrection of Jesus.
The names of people from Arunachal Pradesh also have a place in those pages. So at Easter we are celebrating the faith of not only the early Apostles but also the faith of millions and millions of people who lived across two millennia, quietly practicing their faith taking care to follow in their lives the teachings of Jesus.
Our faith in the resurrection of Jesus becomes meaningful only when we strive to put into practice what Jesus taught. The ethics of Jesus must become the guiding principles of our lives. If our lives do not change, then the belief in the resurrection alone does not mean anything. Jesus died for a purpose. He also rose from the dead for a purpose. He declared this purpose when he said “ I came so that they may have life and have it to the full” (John 10:10).
How many people run through their lives searching for money, power, alcohol, drugs hoping that they would get ‘fullness of life' through them. A wise man in Old Testament had already declared the futility of such attempts and called them “chasing after the wind. (Quo 4:6). Jesus has given us an alternative path to follow. He indicated it by summarizing all his teachings into two commandments: Love of God and Love of Neighbour (Mt 22:34-40).
Easter is all about new life, new beginning. That is what we all need. Are we spending too much time chasing the wind? Let us stop. Let us change direction and start anew. Fullness of life with risen Jesus awaits us.
The universal significance of Christ's resurrection is that truth triumphs over evil and love is stronger than hatred. Easter celebrates compassion and brotherhood and the hope of a better tomorrow.

Governor in Vijoynagar with Rs. 3 Crore Fifty Thousand for Road Development
Itanagar Aril 3: This place is marvelous. These are first few words said by the Arunachal Pradesh Governor, Gen JJ Singh as he landed at Vijoynagar in Changlang district today. Enchanted by the spectacular scenery, low
meadows surrounded by high mountains, he added, it is a dream comes true, as I have been trying to come here for last two years.
With the landing in the eastern most and one of the remotest administrative centers of the State, Gen Singh has become the first Governor to set foot at Vijoynagar. Accompanied by Development Commissioner VK Deb, Principal Chief Conservator of Forest BS Sajwan and Rural Works Department Chief Executive Officer KC Dhimole, the Governor, as his dedicated effort to push forward the road project from Miao to Vijoynagar, made aerial recce of the proposed road. Having realized the importance of the road, which is the lifeline of the people of the area, who otherwise have to go on foot march for six days, the Governor wants it to be completed at the earliest. The high level team also flew over Deban Resort in the Namdapha Wildlife sanctuary.
Addressing a public meeting at Vijoynagar, Gen Singh informed that an amount of Rupees three crores and fifty thousand has already been sanctioned for the clearing of the existing jeep able road and make it through. Once it is completed, I will lead the convoy to Vijoynagar in my car, with Chief Minister's vehicle in the second, followed by vehicles of Rural Works Department and Environment and Forest Depart in the cascade, Gen Singh announced, which was received by huge applauses by the denizens reaffirming their faith and hope in the words of the Governor.
Gen Singh added, for an all weather carpeted road, survey works are over and project is being pursued at all level. I promise you today, I will have it done before I completed my term as the Governor of the State, he assured. The Governor, who inspected the runway of the Advance Landing Ground, Vijoynagar informed the people that secondary airport will be coming up soon. With that lots of people will be coming here. As we have immense potential for tourism, we must prepare ourselves to receive the tourists, visitors and others. Which, he pointed, not only will generated employment and help financial empowerment of the people but also have huge impact in the socio economic development of the eastern most remote area of the State.
Governor assured his best to mitigate other problems of the people, including regular helicopter and postal services and posting of medical officer. As token of love, the Governor announced an amount of one lakh rupees for procurement of solar lamps and a generator for the Circle Officer's office. Promoting organic farming, he gifted organic vegetables and fruits from Raj Bhavan garden to the people there. As always, striding towards Clean and Green Arunachal and carrying the message to remotest of the remote areas of the State, he donated pre-moulded dustbins. Every goan bura was gifted with a umbrella each.
Speaking on the occasion, Vijoynagar Circle Officer R.K. Rai, on behalf of the people, expressed heartfelt gratitude to the Governor and the team for visiting the area and assured to rise upto the expectation of the Governor.
Earlier, in his welcome address, Yapu Yobin, a public leader said, we are touched by your visit and hope that it will herald the development activities in this part of the State. Vijoynagar denizens, mainly indigenous tribe of Lisu or the Yobin and Gurkhali or the Nepali settlers presented a very impressive cultural programme on the occasion. The indigenous tribe, renowned for their cane and bamboo craftsmanship, gifted cane and bamboo baskets to the guests.
Later before leaving Vijoynagar, Governor, who has close affiliation with Assam Rifles since his early days in the military service in Nagaland, interacted with personnel posted there and exhorted them to be alert and always help the denizens. He gifted organic vegetables and fruits from Raj Bhavan garden and donated pre-moulded dustbins to them. Post Commander Major Ashish Agarwal briefed the Governor on the geographical locals of the local populace and gave a brief on the back ground of the post. He informed that in 1969-70, two hundred families were settled in the area. There are fourteen settlements of which nine are ex-service men from Assam Rifles and five of Lisu tribes taking the population to around five thousand and five hundred. But, he added, the construction of the ALG started in 1961 and first aircraft landed in 1962.
A soldier always in heart and displaying his Soldiers' General stance,he ensured that a soldier whose wife is ill, come with him in the return flight along with other patients to Mohanbari, who otherwise had to trek for six days.

Union Home Minister visit Tawang
Itanagar April 3: The mesmerizing beauty of Tawang and the hospitable people of Arunachal have won the heart
of Union Home Minister P Chidambaram who after arriving at Tawang this morning said “This is my maiden visit to your place. It is beautiful and it has been rightly quoted by many as the hidden paradise on earth”. While lauding the generous and hospitable people, the HM said that the state is already witnessing a huge inflow of foreign and domestic tourist due to its unique unexplored beauty and colourful people and encouraged further to boost this industry for generating employment avenues and augmenting the economy of the region.
Accompanied by State Chief Minister Dorjee Khandu, State Home Minister Tako Dabi, DGP Vimla Mehra, the Union Minister visited the Majestic Gaden Namgyal Lhatse Monastery (Tawang Monastery), the Craft Centre where the locally weaved garments and crafts were displayed, the multi-speciality Hospital consecrated by His Holiness the XIV Dalai Lama during his recent visit in the month of November last year, Kalawangpo Convention Hall and later before flying for Khonsa in Tirap district laid wreath to the martyrs of 1962 war at the War Memorial. After visiting various places the Union Minister while appreciating the quality of work executed said “meaningful development is pacing up in the state and I hope the infrastructural bottleneck which has been affecting the state in developmental spheres will soon be addressed”.
While at Khonsa this afternoon, the Union Minister along with the chief minister and the entourage visited the Khonsa Police station. In a meeting with elected representatives of Tirap and Changlang and public leaders at Assam Rifles auditorium, Chidambaram called for a unison effort to pave the way for development. “Money is not the constraint, but the thing is how you spend the money”, the HM said and further added that the people and the administration need to keep close vigil to ensure that qualitative work is being undertaken. Admitting to the fact that Tirap and Changlang have been lagging behind in the spheres of development due to various factors, the HM exhorted the people to believe in themselves inorder to solve the problem.
Chidambaram revealed that he has asked the State Government to come up with a special plan for Tirap and Changlang which would not only include the law and order but would also incorporate development plans for good roads, electricity, infrastructural development, skill development etc. He insisted for a skill development institute in these two districts so that the youths are being provided expertise knowledge about various skills for income generation.
Making his voice very clear, the Union Minister said that the government of India has adopted zero tolerance policy to militancy. He however stated that if any organization is willing to hold talks with the government, they are welcomed provided they shied the means of anti-social activities.
Responding to the memorandum placed by State Assembly Speaker Wanglin Lowangdong on behalf of the people of Tirap and Changlang to relax the physical criteria for the youths of Tirap and Changlang in the line of the relaxation provided by the state government, the Home Minister assured to look into it. He also informed that 4th Battalion of IRBn and 1 Battalion of Arunachal Scout is being raised which will undoubtedly provide employments to many deserving youths from the district. On the plea for rehabilitation package for surrendered militants and compensation for victims of insurgent attacks, Chidambaram disclosed that there is already a programme for such cases and asked the district administration to provide the government with the names so that the process could be expedited.

Land encroachers at Yoji-Yora may involve immediate Legal proceedings from District Administrations
Aalo April 1: An area of 91314 Square meters at Yoji-Yora, Aalo was allotted to SSB meant for office and residential buildings vide Govt. order NO. LR-109/90 of dated 23rd september1998 and vide this office order no. WS/Rev-19/98 dated 5th September 1998. SSB, at the time of permanently leaving Aalo handed over the said area to NHPC (Ltd) without the consent of the District Administration. In the meantime, some individuals/Private parties/Unions/Semi-Govt. organizations occupied unauthorized in the said area which was allotted to SSB and the SSB should have handed over to District Administration before departure from Aalo, West Siang.
Therefore, the District Administration with the active initiation of DC and Land Management Officials has taken back the said allotted land from SSB and issued notice to the encroachers vide order No. WS/DEV/ACMM/YY/2010-11 dated 17th March 2010, directing them to vacate within 7 days. Now, it is expedient for non-compliance of the said order, legal proceedings shall be initiated against the encroachers in uniformity as per the provisions of the Arunachal Pradesh Public Premises (Evection of Unauthorized Occupant) Act, 2003. this aspects once again came to the forefront when the Lohit Brigade promptly paid compensation to the next kin of civilian porters who died while on long race petrol duties with Army troops .This ex-gratia of Rs. 4.24 Lacs and Rs. 4.53 Lacs to each family may not bury the sorrow of their tragic loss but will go a long way in easing their pain. U Falcum, a resident of Tarampa Village of Chaglogam and Monaj Singh resident of Barghat 32 Mile in Tezu, died while performing porter duties for the Army in August 2009. Speaking at the ‘Compensation ceremony held at Lohitpur today , the Commander Lohit Brigade , Brigadier Manjeet Mehta , Sena Medal, expressed his sincere gratitude to the people of Lohit, Dau and Dalai valleys for their unstinting support and assistance to the Army in securing national borders and execution of its duties in the remote area of Arunachal Pradesh. He also utilized this occasion to express willingness to provide all help and assistances to the people from the Army's side. The ceremony was well attended by the representative of DC, Anjaw district and a number of other civilian dignitaries.
Shri Y. Falcum, father of deceased porter thanked the Army authorities for the compensation and also for bearing the expenditure for education of his younger son for last one year. Shri Choudhury Singh, father of the other deceased hailed the Army's concern towards his son's demise and being sympathetic and helpful to the family of late Manoj Singh.
Brigadier Mehta also disclosed that Arunachal Scouts recruitment will take place at Jorhat from 7th to 23rd of April next. The selected Scouts will service in Arunachal only and get attractive pay packages and service condition as that of Indian army. The idea conceived by the army for Arunachal region will open up vistas of employment opportunities for young Arunachalee to serve the country. Ziro Mar 31: Cultivation of Oister mushroom is found successful in Ziro Valley when the Krishi Vigyan Kendra (KVK), Ziro in collaboration with Hong Farmers' Club (HFC) have on trial basis seeded Oister mushroom on February 4 last at Hong village. After 55 days of seedling, the mushroom was harvested on March 28 last under the guidance of KVK staffs. Dr. MC Debnath, programme coordinator of KVK, Ziro and HFC's chief coordinator Tilling Yam witnessed the harvesting. With the result of trial cultivation, Debnath declared Ziro a suitable place for mushroom cultivation. Tilling Yam on behalf of HFC has thanked KVK personnel for giving her club an opportunity to participate in such a practices which will be benefited for the people of Ziro in particular and state as a whole. It will help people to absorb in self employment, she added.
Seppa Township beautification to begin from 2nd April 2010
Seppa March 30: Much to the delight of the people of East Kameng District, the initiatives for the beautification of the township shall begin with the widening of township road from 2nd April next. This was confirmed by Shri Pige Ligu Deputy Commissioner of East Kameng. It was finalized in a coordination meeting with members, Mr. Tapuk Taku MLA Seppa town, Shri Tume Ammo SP, Shri Sipi Bagang ZPM Chairperson, and host of administrative officer his office chamber on 30th March last. He further informed that all the equipment and other necessaries meant for the beautification are ready. All the officers and the public leaders shall be present at ‘O' point to witness the beginning of this much awaited work.
Shri Tapuk Taku MLA urged the entire officer to cooperate the executing agency in course of the beautification process. He aslo asked SP, to put up strict vigil to the working pattern of the subordinate staff and other police personnel. He viewed that as the district has enough able officers, all the professional criminals should be booked immediately in order to prevent the possibilities of further criminal act in the district. He further suggested for whole night patrolling of the area like Ty-I colony and new Seppa where the criminal acts are comparatively more than other areas.
While replying hon'ble MLA, SP, Tumme Amo, informed that the CRPF Jawan has been deputed for the night patrolling from 9 PM till 6 am morning. He opined that night duty is more important than day duty and assured to keep the law and order situation intact in the district if provide enough strength of force. However, Ammo informed that the deptt. is running short of the police personnel. The existing strength of police personnel in the deptt., is still on the basis of the ratio fixed earlier but now the ratio of population is almost thrice time more than earlier time thus the existing strength is not sufficient to tackle law and order problem in the present situation, he asserted and appealed Hon'ble MLA to raise the matter in the assembly.
It was also decided that a police beat shall be established at two strategically point for the easy and immediate access of the common people. Besides, the meeting resolved to take the electricity problem seriously. One of the important points discussed in the meeting was on the massive slaughters of the Mithuns for the commercial purpose. The house observed that as the slaughters of Mithun is increasing day by day; a prior permission should be obtained from the DC to sale/slaughter the Mithun for the commercial purpose. And the violators of the order shall be booked as per the relevant law.
Town Magistrate, Dahey Sangno presented the overview of the market rate of the goods and the prices it is actually being sold at. He informed that despite of serving order repeatedly to sale the goods at the fixed rate, it is being sold higher than the rate fixed by the District magistrate adding that the order if passed should be strictly enforce to curb the illegal activities .he also informed about the intricacies involved in the execution of the order and sought cooperation from all especially the police deptt in order to put check on such activities.

Myoko may be costliest festival in Arunachal

Ziro March 30: Three clustered village of Apatani valley i.e. Hong, Hari-Biila and Hiichi, have been divided for
the purpose of Myoko festival to be celebrated on rotation. When turn comes, no one could escape from it, nor have ever tried. One may not present personally at the time of celebration but, it is sure he is affected in one way or other. Every Apatani could perceive the problems being faced by the people of the host village except for under age children. However, children would wish if every day is Myoko Day. When one became adult or head of a family, their attitude will overturn.
Countdown for the festival start from a year ahead - how many months are left? As the time comes closer, the tension increases - but you can't escape from social taboos and religious formalities. No hope of excuse either. Ultimately, you have to take part in preparation of social taboos like Lapang, Babo etc and attend personal preparations like renovation of house, collection of fire wood, preparation of rice bear etc. There seems no chance to retreat - needs sufficient time and money to stand up with these chores and formalities. Every body of hosting village wished that Myoko started exactly on time. It gives people all the opportunities to offer prayer or to appease numbers of deities. People also try their best to entertain visitors/guests to a high degree in traditional ways. This is called Myoko festival.
While looking from this angle, Myoko festival of Apatani seems to be one of the most expensive and longest festival celebrated anywhere in the state. Take for instance, Hong village; once second largest village of Asia with 1000 houses (approx) including Siiro is hosting the festival this year. It is estimated that an average of Rs. 15,000/- was spent per household while celebrating 2010 Myoko festival. For 1000 household, it will be Rs. 1, 50, 00,000/-. It costs a dear for everyone.
In a casual discussion among friends, one of their wife retorted with a comment “those who are afraid of expenditure should not be counted as an Apatani”, but her opinion is not acceptable by majority.
Anyway, where that money has gone - solely on entertainment? If so it is too much. Apart from heavy expenditure, people have to sacrifice his valuable time, not for a week but for a whole one month or 30 days at a stretch in the name of celebration. It is not a jock. If you workout the value in terms of money will cost you a dear, as much as you spend money during the festival. Could we minimize the cost? Are we buying the occasion in the name of culture or tradition to such an extent? – are the feelings of some people. Earlier, in our forefathers' time, one Lyima harkhu (a part of pig meat containing bones) was sufficient to serve the visitors. Now, we needs manifold. Besides, numerous modern food stuffs also find a place along with local dish. Such things are forceful additionals to bulge the expenditure.
No one comes up to divulge it - rather gives a casual view on it “it's our tradition”. Yes, of course, it's the answer. As to an adage ‘Loss of identity is loss of culture' we can't discard our traditions for personal benefit or in the name of modernity. We have to shoulder the burden so as to maintain our traditions and to retain the basics of the culture, but, how far? It should be echoed to every Apatani people.
Word ‘Modification or rectification' or ‘modernization' are synonymous to civilization and development. We can modify, but without harming basic nature of traditional fabrics. In view of modernity and change of time the matter was discussed in few occasions to celebrate the day unitedly like Dree Festival but none of the village wished to start first. Even today, there are two school of opinion, one in favour of it and the other against it. Many people talk of modification and a change but unable to devise any acceptable pattern of celebration. Changlang March 30: Changlang Deputy Commissioner Dr S B Deepak Kumar, IAS while wishing the teams for their best performance with spirit of sportsmanship kicked off Moh Mol foot ball tournament here at Changlang Headquarter today. The tournament, with nine contender team was organized by Committee Moh Mol on the occasion of Moh Mol festival of Tangsas scheduled to be celebrated in next month. Ziro March 30: Lower Subansiri Deputy Commissioner-cum- Chairperson, District Task Force Committee, Sadhana Deori, Speaking on a Distric level awareness Camp on Prime Minister's Employment Generation Programme (PMEGP) here at District Industrial Centre, today has advised the local unemployed youths and Artisans and to beneficiaries of PMEGP to produce quality goods to attract customers. She also counseled them to make a proper market analysis and chose only that project which is viable for the area before applying for loan so that the project is not rejected by the District Task force Committee or the bank. To be a successful entrepreneur, one should have a clear prior vision of the project which he is opting for and should be hardworking and dedicated, she said.

Monsoon strikes and blocks Anini from land communication
Anini March 30: ANINI- the land of Idu Mishi located on a plateau overlooking turbulent Dibang River remains cut off from rest part of the state following torrential rainfall since last one week, which triggered landslides at various locations. Located approximately 228 KM from Roing, road link to nearby district has been snapped due to damage of bailey bridges by falling stone and landslides at Amboli and washed out road surface at Endulin, Ryanli, Hundli and Suklanagar connecting upper and Lower Dibang valley Districts. Basic commodities are out of market for week long, which caused sort of shortage that added soaring up of prices. BRO sources informed that men and machines are working on war footing basis to restore road surface communications by end of this week, provided rain god should not play spoil sports. Meanwhile, 5 persons were in serious conditions reportedly breathed their last at different block points as they could not be lifted to nearby hospital for treatment. Itanagar March 28: 4th District Conference of BSNL Employees Union of Arunachal Pradesh was inaugurated today by Jalley Sonam, President, All Arunachal Pradesh Workers Union (AAPWU) cum Secretary General, administrative (HQ.) Indian National Trade Union at Unions office at Itanagar amidst huge gathering of delegates from all over the districts of Arunachal Pradesh.
Speaking as the chief guest, Sonam asked the members of BSNLEU to be united at any cost as disunity weakens the union. For any successful unions and associations, members should be united; one should not distinguish among themselves in terms of caste, creed, religion, sex etc., respect to ones leaders and collective decisions, fighting ones right as per the law, are few mantras of success for any union to achieve its goal.
Requesting BSNLEU to cooperate with AAPWU in its fight for the cause of workers in the state, he informed that few years back that Coordination Committee was formed to bring the gap between Central Government Employees and State Government Employees but due to unavoidable circumstances it has gone defunct, but we are working on it to revive as soon as possible, he informed. He also promised to support BSNLEUs genuine demands.
While thanking Chief Minister Dorjee Khandu and Parliamentary Secy. Labour and Employment Padi Richo for having faith and entrusting him to look towards upliftment of labour class in Arunachal Pradesh, he informed the house that he has been appointed as the Chairman of Arunachal Pradesh Building & Other construction Workers Welfare Board.
Highlighting Labour Welfare Boards objectives he informed that board is constituted to give maximum benefits to construction workers, like fixing hours for normal working days, weekly paid rest day, wages for overtime, basic welfare amenities at site, temporary living accommodations near site, safety and health measures etc. A registered worker can avail benefits like
i) Housing loan: Rs.50, 000/-
ii) Tools advance: Rs. 5,000/-
iii) Medical assistance: Rs. 5,000/-
iv) Marriage assistance: Rs. 2,000/- each for two children of the workers.
v) Maternity assistance: Rs. 1,000/-

ix) Normal death: Rs.15, 000/
x) Accidental death: Rs.50,000/-

Every building worker who has completed 18 years of age but not completed 60 years age, and who has been engaged in any building or construction work for not less than ninety days during preceding twelve months shall be eligible for registration as a beneficiary under this APB&OCWWB. He further informed that new scheme called; Mukhya Mantri Swasthya Bima Yojna has been introduced for the welfare of construction workers in the state. He requested them to avail benefits by getting themselves registered under the Board by just paying mere amount of Rs. 20 per month.
Speaking on non-payment of 1% cess towards APB&OCWWB by BSNL with repeated intimations, Sonam requested the BSNL authorities to pay the cess at earliest as this money in return is used for the welfare of workers.
Earlier AK Das, Distt. Secy. BSNLEU in his inaugural speech welcomed the delegates and informed that the BSNL Employees Union has made hat-trick in last membership verification. He also highlighted various problems being faced by its members and also informed few achievements made by the union in last few years like settlement of pension cases, supply of uniforms to eligible staffs, appointment on compassionate ground etc.

Apatani Celebrate Myoko Festival

Ziro March 28: Ziro Myoko, a major festival of the Apatani community being celebrated every year in a rotational basis by Hari-Bulla, Hiichi and Hong village. This year Hong, once the Asia's second largest village is hosting the festival with traditional rites and worshiping services.
It is witnessed that people's participation in Myoko festival this year is very high which has been proved with jam packed vehicles parking inside the village. “Luck favoured me this time. I have visited the host village at the peak of the festival. It was enjoyable and memorable. In every house I visited offered me rice bear and other locally prepared food”, said a European tourist.
The weather was clear on first and second day of the festival but heavy rain from third day make visiting guest and worshiping activities uncomfortable. Fortunately, the link road to village was developed last year with all weather categories else vehicular movement was to be hampered.
During festival, each and every household plays host to the visiting friend and relatives from near and far. They are served home brewed ‘O' (local bear) and delicious local dish. Those who come from far off places stay here till end of the festival.
From March 24 onward, biinii ajing (traditionally binding friendship) is being invited. And the ongoing festival will be concluded in first week of April next with religious worship. Hari-Bulla village will host the 2011 Myoko,
Month of March being extended period for Supu puja , one Koj Tamang of Dutta village has performed subu during myoko festival in which a group of European tourists witnessed whole the process of religious observance from beginning to till sacrifice of mithun.
RTI Act is not a court to Adjudicate but to help facilitates

Aalo March 25: One day Mass Awareness Workshop on RTI Act attended by the Heads of Offices, Public leaders, NGOs, GBs, PR Members and general public organized by District Administration conducted at Aalo Club on March 24, 2010.
Shri Bani Danggen, State Information Commissioner chaired the workshop and also as a resource person while dwelling at length about the provisions of RTI Act said that RTI is a platform through which public grievances could be redressed and citizen can easily assess required information other than the provisions exempted under u/s 8 of the RTI Act, 2005. Going about the procedural aspects of seeking information, information seekers can apply through Form A of u/s 3 from any organizations/deptts funded even a penny by the State and Central Govt. Added that incase of non-availability of form A in the interior and outpost areas, application made in plain papers will also worked. Further, he said that RTI Commission is not a court to adjudicate but is to render necessary help facilitates information seekers. As and when all the substantial information has been collected, the functions of RTI Commission ended and it is the information seekers taking cognizance of the available information could seek court intervention.
Shri Amjad Tak, IAS DC West Siang cautioned the information seekers not to misuse the RTI for individual benefits rather should use it carefully and judiciously for the greater interest of the people. More often, experienced says that somebody misused it which carries wrong message against the Act, he added. He also congratulated the RTI Commission of the State who bagged Best Management Award from New Delhi.

Tatum emphasized on the need for operationalisation of MIS for ensuring systematic and smooth implementation of the MNREGA programme in Lohit Project Director DRDA appreciated the facilitation provided by Rakesh Srivastava, Assistant Director SIRD in correcting the Master Database for Lohit district. Shri Srivastava, Assistant Director SIRD coordinated the training intervention at Tezu. MIS and providing online labour budget has been stressed by Government of India as a prerequisite for flow of funds for enabling districts to provide 100 days of employment upon demand.
The district prepared the Gram Panchayat wise, block wise and district labour projections through MNREGA-MIS for forthcoming year 2010-11, making it amongst selected districts in the state to have online labour projections.
The training provided in-depth functional knowledge on all aspects of data entry under MNREGA-MIS to the participants. The programme was well received by the participants with completion of cycle of data entry from registration of households to the Muster roll entry of many Gram Panchayats being completed in the workshop itself. Rakesh Srivastava AD, SIRD appreciated the proactive role played by the DRDA and the Programme Officers towards making the district online under MNREGA-MIS. He also emphasized on the prompt and proactive support that has been made available by NIC Itanagar, through which the districts in the state are able to catch up for operational of MNREGA-MIS. West Kameng Adds another Feather in E-Governance Cap
Bomdila March26: West Kameng added another feather in the E-Governance cap when E-SWASTHYA, Computerised OPD Registration Software was launched here today in the District Hospital, Bomdila. The Deputy Commissioner, Swati Sharma highlighted that the basic purpose of E- Swasthya was to enhance efficiency and transparency in the present system. The software will do away with the manual work thus facilitating simplification of the working procedures saving time, labour and energy. E- Swasthya would enable easy and faster summarization of a patient's previous medical records which would help in further diagnosis and treatment by the doctors, she said. A nominal amount of Rupee One would be charged as Registration fees. Various Tests, prescribed by the Doctors, like Blood grouping, Sugar, RCT etc. would be conducted in the District Hospital at very nominal rates to ensure that efficient medical services are provided to the needy and poor and this money would be utilized to make the system run on a self sustaining basis. The DC congratulated the team of NIC, District Unit led by the DIO, Sh. PK Thungon and DIA, Sh. Bimal Borah for developing and redesigning the software. She stated that the technical part will be looked after by the NIC but implementation would rest with the District Hospital. Taking into account the need for a Blood Bank, she urged the DMO, Dr. Dani Duri to earnestly pursue the matter with the concerned authorities for its early materialization.
Elated at the various infrastructural developments taking place in the hospital within a short span of one year under the able guidance and support of the Deputy Commissioner, the Medical Superintendent Dr. Ghom Lamu wished for total computerization in the District Hospital and urged the DMO and DRCHO to take up the matter in right earnest. Speaking on the finer aspects of the computerization of the OPD and replying to the suggestions put forth by the DMO, DIO PK Thungon assured of every possible technical help and supervision for the project besides assuring networking of the computers from the main server in the days to come when computers for the doctors would be made available in the hospital. Earlier, the DMO, while acknowledging the support and co-operation given by the concerned departments credited the Deputy Commissioner for making the dream of computerizing the OPD come true.
After the successful implementation of VAAHAN, SAARATHI, PAY ROLL SOFTWARE, LIVE-WEBCASTING OF ASSEMBLY ELECTIONS, 2009, AN INFORMATIVE WEBSITE (westkameng.nic.in), TELE-EDUCATION PROJECT FOR GHSS, BOMDILA, the E-SWASTHYA is a major breakthrough within a year's time in the District.
District Level Workshop-Cum-Training on RTI Act
Ziro March26: A District level workshop cum Training for Public Information Officers, Panchayat leaders and NGOs of Lower Subansiri on Right to Information Act, 2005 was held at Abotani Hall here today.
Speaking as resource person on the Occasion, State Information Commissioner, Bani Danggen, dwelt at length on the provisions of the act with special emphasis on the obligations of Public authority, timeline for providing information, penalties on delay or refusal in providing the information.
The Act, is basically aimed at giving the citizens a transparent and corruption free governments and accountable to the governed. Though ending corruption is not possible through this Act, but it certainly will minimize corruption in the functioning of the government, he said. Since, Development or any fund for development comes for the public; the Public has every right to know how and where the fund is spent.
Every Government officers or public authority has the obligation to provide the information to the public as such need to be well acquainted with all the provisions of the Act. Besides, any officer can be asked by a PIO to assist him in providing information to an applicant and in that case that officer also becomes a PIO and will be responsible for the delay or any other lapse in providing the information by him.
In the interaction session while answering to a question, Danggen, said the RTI Act is not contradictory to or in conflict with the Official Secrets Act. The Act has been passed by the Parliament after through examinations at various stages to avoid overlapping, as such there is no chance of conflict, instead it has become one of the best and Pro-public law, he added.
Quoting some instances of delay and refusal to provide information by Public Authorities who are not designated PIOs, leading to imposition of penalties and other punishments to them by the State Information Commission, he clarified that any public authority comes under the purview of RTI Act, when a person seeks information through him and in that case the best way is to dispose off applications immediately by transferring it to the right authority who held the information with an intimation to the applicant. Public Information officers, District Head of Departments, Zilla Parishad Members, representatives of NGOs and other government employees attended the workshop. Bishop of Itanagar Calls for Holiness in Holy week
(Bishop's Holy Week Message to the Christian Community of Arunachal Pradesh – Rt. Rev. Dr. John Thomas, the Bishop of Itanagar)
Naharlagun March 26: On Sunday the Christian community, as part of Lent, will begin the Holy Week. The Lenten Season began with Ash Wednesday on February 17th and will end with Easter Sunday on April 4th, but only after the all important Holy week spiritual exercises, including the Good Friday liturgy, are all religiously observed.
The beginning of the Holy Week is marked by the Palm Sunday when Jesus entered Jerusalem riding on a donkey and people welcomed him waving palms, traditionally a symbol of triumph and victory. It is a different matter that those waving the palm branches may not have understood as to what victory of Jesus they were hailing for He was not entering Jerusalem after winning a war or defeating an enemy. It was a victory over sin and death as by the end of that week Jesus would die on the Cross though he would rise again on the third day. Biblical scholars hold that the reason Jesus went riding a donkey, and not a horse, was because while a horse is associated with war, a donkey stands for peace. It also symbolized the humility of Jesus who was anyway born in a stable and lived a life of an itinerant, who owned nothing and had to be placed in a borrowed tomb after his death.
One of the important days in this particular Holy Week is Thursday, also known as Maundy or Holy Thursday. This day has three significances which are equally important. For, as the disciples settled down for their last supper with Jesus, he performed an unusual act of washing the feet of each of the apostles setting before them a model of supreme humility and service, “You call me Teacher and Lord, and you say well, for so I am. If I the Lord and Master have washed your feet, you too must wash one another's feet, for I have given you an example that you should do as I have done to you (John 13: 13-15)”. Knowing our human nature where we always want to be first and want to be seen in important places, Jesus was actually reiterating what he had said on another occasion, “Whoever wants to be great among you let him be your servant and who whoever wants to be first, let him be your slave (Matt: 20:26-27)”. Secondly, at that supper, which was the commemoration of the Jewish Passover Meal to celebrate their freedom from slavery, Jesus established the sacrament of the Eucharist, the pivot of Christianity. Through this he left his real presence with all who would gather in future in his name for a Eucharistic meal, which is now known and celebrated daily in churches as the Holy Mass. Thirdly, in establishing the Eucharist he also instituted the sacrament of Priesthood, for it is only a priest who can preside over the Holy Mass.
In all this what was paramount is the self-sacrifice of Jesus. The breaking of the Bread was symbolic of His own Body that would be broken and sacrificed on the Cross the next Day. While passing the cup of wine, Jesus pronounced the words, “Take, this is my blood, the blood of the new and everlasting covenant”. Thus the model of priesthood that he established was that of a humble servant who would be ready to make sacrifices for others, even if that would cost one his or her own life as in the case of the Master Jesus.
Probably inspired by such sacrifice of Jesus on the Cross, Swami Vivekanand once said, “They alone live who live for others, the rest are more dead than alive”. After Jesus' death He was laid in a tomb where he remained on Holy Saturday, the last day of the Holy Week and the day before His glorious resurrection. Jesus' sacrifice was not limited to empty words. He showed it through his action of taking the path of the Cross and eventual death. No wonder then that Jesus keeps inspiring millions of people to offer their total self for the sake of others in concrete action as seen in the life of many Christian saints, Mother Teresa being just one of them of recent memory and familiar to all of us in India.
I wish all the Christian Communities in Arunachal Pradesh a grace-filled holy week.

Priests in Arunachal recognized by Arunachal Catholic Union on International Year of Priests
Naharlagun March 25: The Arunachal Pradesh Catholic Union (APCU) under the able leadership of Shri Tok Buttum honored Most. Rev. Dr. John Thomas, Bishop of Itanagar and around hundred priests and religious of the Diocese of Itanagar on the occasion of International Year of Priests during the Chrism Mass held on Thursday, March 25th 2010 at Sacred Heart Church, Naharlagun.
Despite the odd weather many devout Christians from nearby parishes and other denominations marked this day by partaking in the Chrism mass and prayed for priests and religious in the Arunachal Pradesh.
While presiding over the Holy Mass, Bishop John Thomas preached the significance of the Chrism Mass and said that it is the largest diocesan celebration held during the year. In this liturgy priests and people gather with the Bishop for the blessing of the Holy Oils that will be used in all the parishes in the coming year – the oil of the sick, the oil of Catechumens and the oil of Chrism, from which the Mass receives its name. It is a special time to gather as a diocesan family – bishop, priests and people – to support and pray for one another, to remember and pray for the people of our Diocese. Like Jesus, through our sacramental anointing at baptism, confirmation and holy orders, we have been set apart to serve others, the Bishop said.
Priests celebrating the Mass renewed their commitment to Christ, and in unison expressed their desire and willingness to imitate him, and to be faithful ministers through devout celebration of Mass and teaching of the faith.
After the Holy Mass the APCU organized a felicitation programme in which Shri Tok Buttum, the president of APCU expressed heartfelt gratitude to the priests and religious for their dedication and selfless service to the uplift of the people of Arunachal Pradesh particularly to the poor and the marginalised in the remote areas. He together with many other dignitaries honoured the priests and religious with mementos and gifts.
“The educational, health and other developmental organizations run by the Catholic Church for welfare activities will be granted all support and help by the APCU in their effort to make people of Arunachal Pradesh prosperous and literate, he promised.
Although the Honorable MLA, Shri. Techi Kasso was unable to be present due to ill health he generously contributed Rs. one lakh towards this great event. The priests, religious and the faithful thanked him for his generosity and prayed for his speedy recovery. Many distinguished believers too contributed generously for the success of the celebration.
While compeering the program Shri Dominic Tadar, the General Secretary of the Parish recalled the healing hands of the Priests and religious and great sacrifices for the people of Arunachal Pradesh.
The veteran catechist Shri Boa Tarin of Naharlagun Parish was specially facilitated for his priest like sacrifices and untiring efforts for the growth of believer, who also led the concluding prayer.
While greeting and thanking the priest, religious, the faithful the organizers, well wishers and donors for turning the celebration into a memorable event, Shri Taw Tabin the General Secretary, APCU, said “We are proud to have many dedicated and committed priests and religious in the Diocese of Itanagar. We promise you that the APCU will collaborate with you to take the growing Catholic Church ahead at any cost.” He also remembered the pioneers of the seed of Christian faith in Arunachal.

One Day Training For Doctors on Rational Use of Blood Held
Tezu March 24: One day training for doctors on rational use of blood organized by APSACS Naharlagun and District AIDS Prevention & Control Unit was held at Conference Hall of district Hospital Tezu on 23rd March last. Altogether 21 Doctors from different districts of Eastern Zone like Lower Dibang Valley, Tirap, Changlang and Lohit participated the training programme.
Resource person Dr. B Apum (MD Micro-Biologist) Deputy Director, Blood Safety APSACS Naharlagun and Dr. J Ado MD (PSM) , District Program Officer Cum State resource faculty , STI/RTI ( APSACS) imparted basics of Blood safety , Voluntary Blood Donations and HIV/AIDS & ICTC basics to the trainees during the technical session. There were also field visit by the participants to Blood Bank where resource persons demonstrated the practical uses of various equipments for Blood safety.
Earlier, Dr. J Ado, DPO DAPCU spelt out aims & objectives of the training and dwelt on various components of NACP-III and said that Blood safety is one of the core components of NACO-III implementation. He also said that Blood Bank of Tezu District Hospital is waiting for blood Bank License from concerned authority. Dr. (Mrs.) N Ninu, DMO, Tezu gave a brief speech on Rational Use of Blood and its safety measures. She advised all the participants to take active part in the training. Dr. B Padu, DMO Anjaw also stressed on rational use of blood in every district. Dr. P K Saikia, Med Superintendent District Hospital, Tezu expressed his thanks to one and all for making the programme a success.
ASHA Modular Training in Tirap District completed
Khonsa March 25: Training of ASHAs, the voluntary link workers of Health Department at village level, organized by District Health Society has been completed successfully in Tirap District up to module -5. The training for 1st, 2nd, and 3rd module started on 13th July/09 and ended on 12th August/09. 4th and 5th module training started on 3rd Dec/09 at Khonsa block and ended at Wakka circle on 14th March /10. At Wakka circle the training was formally inaugurated by L/Thungon Circle officer, Wakka in presence of Dr. K.Perme DRCHO Khonsa and Ran Singh Asst. Commandent 36Bn Coy CRPF, Wakka on 6th March/10. The training at Wakka was organized by Karuna Trust in collaboration with District Health Society, Tirap under Public Private Partnership. Dr.K.Perme DRCHO expressed his special thanks to Dr.K.Matey MO i/c Wakka PHC who was helping the District Health Society throughout the training course. Training was organized block wise to ensure more participation of ASHA. For those who could not attend due to domestic problems, catch up round shall be organized later on.
With module training Nishchay (a rapid test for detecting pregnancy) training was also imparted. ASHAs have also been distributed drug kits and emergency contraceptive pills. The resource persons consisted of Dr.K.Perme, Dr.W.A.Singh MO Kanubari, Dr.K.Matey Mo i/c Wakka PHC, Dr.D.Lowang MO Longding, and A.Das DMP Tirap District.
The World TB Day observed at Pasighat
Pasighat March 24: The World TB Day 2010 was observed, organized by the DTCS (District TB Control Society), East Siang District at Yagrung, 17 Km away from Pasighat on 24th of March last.
Speaking on the occasion, the Chief Guest Namuk Taloh ZPM (Bosing Bunggo) said, the World TB Day provides an opportunity to communicate TB-related problems and solutions and support on world TB control efforts. We can reach the goal of TB elimination by working together and strengthening partnerships. The country's progress in controlling TB will only be sustainable if local, state, national, and international partners from all sectors of our society join resources and collaborate together. Taloh handed over honorariums to all the cured patients to meet up to & fro journey expenditure.
The Guest of Honour Olen Taning (Anchal Chairperson, Bosing) while addressing the gathering extended his thanks to the concerned department for organizing the camp for free medical checkup and distribution of medicine at Yagrung for the first time. The World Tuberculosis Day is tailored to increase public awareness about the said disease which is still an epidemic in many regions of the world, annihilating the lives of many millions each year, Taning also added. He stressed on compulsory of immunization of BCG for every child.
Dr. Y. Perme, District TB Officer, Pasighat in his key note address stated, the World Tuberculosis Day falls on March 24 every year which commemorates the greatest discovery of Mycobacterium tuberculosis by Dr. Robert Koch. Dr. Perme also informed that the symptoms are a chronic cough with blood-tinged sputum, fever, night sweats and weight loss etc. He further claimed that TB is a curable disease and timely checkup and treatment can save many lives.
Earlier this morning, an awareness rally with a poster & slogan: “TB Elimination, Together We Can” was flagged-off by the Chief Guest where the local doctors, officers, teachers, leaders and students actively participated.
Taking privilege, cured patients and few local leaders of Yagrung also spoke and highly appreciated the efforts of DTCS, Pasighat for conducting such awareness program.

2nd Day of the Convention “Debate on Youth Leadership” 22-03-10: Young leaders from different youth organisations met today to discuss the role of youth in Politics at the symposium organized by Youth Congress as part of its State Conference in Kollam.

Dr. K.S Radakrishanan, former Vice Chancellor of Sanskrit University was the Moderator of the discussion . In his introductory remark, he said that apolitical attitude of our youngsters is the biggest challenge of today. Inaugurating the symposium, T. Siddique said that fundamentalism can be considered as a cancer on Indian society. Dedicated youth should whole heartedly fight against such social evils; Rahul Ghandi is the role model of Youth Congress he added. The most important movements in this country is initiated by youth, said T.V Rajesh. But now days our youth is disoriented and is behind different fans associations promoted by film lobbies, he observed. Rahul Gandhi's perceptive ‘Opportunity for all' is appreciative, he evaluated. He also called upon that different youth organizations should come together to resist common issues.
We need change, and let all youth come together to be part of it, said V V Rajesh. The youth of today demand change, and the criticism we draw for it , we will face it with courage, said Adv. M. Liju. Youth Congress is fighting for the generation of today and the generation to come, he added.

Governor Walks the City for Clean and Green Arunachal
Itanagar March 22: Arunachal Pradesh Governor Gen JJ Singh is leaving no stone unturned in his effort towards ‘Clean and Green Arunachal.' To see for himself the result of the concerted endeavour of the State Government, district administration and general public of the Capital Complex, the Governor went around the Capital city on foot. In spite of sudden drizzle, Gen Singh carried on interacting with people and advised on values of civic sense
and on peaceful co-existence with the environment.
During the walk, he also advised them on disposal of garbage and household wastes and stressed on use of waste bins. Interacting with 3rd IRBn Commandant Babu Talo, Superintendent of Police near Julang, 11 km from Capital, Governor asked him inculcate civic sense and message of ‘Clean and Green Arunachal' amongst the personnel, so that when they are posted in different parts of the State they become messengers. He also donated fabricated dustbins to the battalion.
The Governor, who tracked around the Capital on Sunday, where massive earth cutting works are going on, called for restoration of the nature to original shape by replanting of original tree species uprooted during the proposes.
Carried away by the scenic beauty and abundant tracks in the southern side of the capital complex, Gen Singh pointed, we are really blessed with nature's own tracking circuits, which needs to be exploited. (Atum Potom)
NSS camp in Tezu Government College
Tezu March 22: NSS Special Camp 2009-10 of Indira Gandhi Govt. College was held at Bekhuliang 11KM away from Tezu (through short cut road) on 18 and 19th March last. Bekhuliang Village, having 92 houses with more than
500 populations almost remains cut –off from rest of the world due to not having proper road communication, especially during rainy season. 50 NSS Volunteers, 2 Assistant Professor along with NSS Programme Officer and some College staff camped at the village. Principal i/c s. Khandu and some college staff visited the spot on 19th March to encourage the volunteers.
Besides collection bamboo materials for one of the widow whose house was under construction the volunteers, constructed another house, cleaned up school premises, voiced on Opium de-addiction and finally distributed cultural items for middle school children. (Shri G. Tali DIPRO)
Army Conducts Medical Camp
BomdilaMarch 22: As part of the perception management and civil military interface, the 4th Battalion Jammu & Kashmir Light Infantary of the 5-Mtn Division conducted an army medical camp here today at Saddle ; an interior
village under Nafra circle in the district. Besides Saddle, villages like Jerigaon, Khoina, Rurang, Lower Dzang, Upper Dzang, Ditchik, Nafra, Khellong, Nizang, Khazalang and Lapusa were covered under the free medical camp. Spearheaded by the Commanding Officer Col. Rakesh Mehra of 4 J & K LI, the army medical team consisted of two Medical and a Dental Officer with three Nursing Assistants and of course with the participation of the civil medical officers to cater to the near about 200 patients registered for checkups and issue of medicines. To boost the morale of the villagers and to give impetus to the health camp, the Commander 311 Mountain Brigade, Brigadier K S Shaji attended the medical camp.
Earlier in the morning, the Army Medical Camp was inaugurated by Ex-MLA Rinchin Kharu, a senior citizen of the area. Besides the free medical facilities, free lunch and refreshment was provided to the villagers who turned up in hundreds. Along with the CSD and non CSD stalls for the people, a Know Your Army stall was put up under the career guidance programme for motivating the local youths to join the Indian Army.
Appreciating the good turn out and the positive attitude of the people towards the medical camp, CO Col. Mehra, on the sidelines of the health camp informed of conducting such medical camps in further far-flung areas of the district which are truly bereft of medical facilities.

New Garbage Disposal Truck for East Kameng
Seppa March 20: Adding another feather to the Dream ‘Team East Kameng', a garbage disposal truck was flagged
off today by Tapuk Taku MLA Seppa. Members like Pige Ligu, Deputy Commissioner, Vijay Sonam DPO, and host of officials attended the ocassion. This noble initiative materialized with the personnel contribution of all the MLAs of the district. The garbage Truck would be operated under the aegis of District urban development agency (DUDA), Seppa and will be carrying away town garbages. It was first of its kind and expected to go a long way in maintaining cleanliness and sanitation of the township for which the DC who is also the chairman DUDA thanked all the five MLAs for their kind gesture and generosity. Governor congratulated the Secretary Sports and other officials for taking up the challenge to set up the first golf driving range and successfully implementing it.
Speaking on the occasion, Guest of Honour and Parliamentary Secretary for Youth and Sports Affairs Wangki Lowang said, let this occasion be the ‘Take Off' point for many such ranges in different parts of the State. He pointed, Arunachalees have lots of potential, but due to financial constrains, we have not been able to provide necessary infrastructure and guidance. Lowang appealed to the State Governor to take up with ministry of Youth and Sports Affairs for some sports activities and infrastructure under special consideration for the State.
Earlier in his welcome address, State Secretary for Youth and Sports Affairs, DS Pandit said, the range is result of initiative of the Governor and expressed his hope that it will be sources of many hidden talents.
Pandit further said, sports play a big role in building character of the youth. It encourages spirit of competition and team spirit. It brings the best in them, he added.
Sports Secretary informed that the department has already submitted a proposal under Panchayat Yuva Krida aur Khel Abhiyan (PYKKA), in which an amount of 40 crores will be provide by the Union Government in the period of five years for construct of playground, it maintenance, infrastructure and activities in every village Panchayat. Youth and Sports Affairs Director PR Muzumdar also spoke on the occasion.
Well known golf coach and Golf Professional manager from Delhi, Anand Kumar, who was present in the inaugural function at the request of the Governor, gave finer tips on golf to the students and golf enthusiast on the occasion.
Parliamentary Secretary for agriculture Rajesh Tacho and MLA Bamang Felix were also graced the occasion along with officials from the Sports department and general public.

Arunachal Pradesh Catholic Union Formed
Itanagar March 16: The Arunachal Pradesh Catholic Union was formed in a meeting held at Bishop's House
Itanagar on March 13th. Rt. Rev. Dr. John Thomas, the Bishop of Itanagar Diocese endorsed the decision of the All India Catholic Union to appoint Shri Tok Buttum as the president and Shri Taw Tebin as Secretary. Within a year the general body of the Arunachal Pradesh Catholic Union will hold new elections. This APCU is affiliated to the All India Catholic Union.
While congratulating the newly formed Arunachal Pradesh Catholic Union, the Bishop of Itanagar Diocese said that “this new initiative is to make the Catholic laity ever more conscious of their own responsibility in building up society whereby they strive to perform their domestic, social, and professional duties with such Christian values. “
“APCU exists to be a voice to promote the causes of the Tribal and the Poor, and not just those who are Christians. APCU will work with all Civil Society organisations and activists to uphold Human dignity and Civil Liberties.” he said.
Shri Tok Buttum reiterated the main aims and objectives of APCU which is to “foster Christian ideals and empower Lay members of Christ's faithful and promote unity and solidarity among Catholics of Arunachal Pradesh.”
Shri Taw Tebin, the Secretary pledged that “APCU will be the exponent of Catholic opinion and to make representations to authorities and public bodies in all matters affecting Catholics and safeguard by all lawful means the legitimate rights, liberties and interest of the Arunachal Catholic Community particularly those guaranteed by the Constitution of India.” He further expressed that “this Union will perform works of charity for those in need, irrespective of race, caste, community or creed.”
APCU represents the Catholic population in Arunachal Pradesh. The Catholic Church in Arunachal Pradesh runs three colleges, 55 schools which are proceeding up to higher secondary and 17 dispensaries and one hospital. More than 20 thousand students study in Catholic schools. About 500 graduates come out of 3 Catholic degree colleges every year.
